Over-accessorising means that your outfit has too many accessories and it no longer looks balanced or attractive. For example, it might refer to wearing several necklaces or several rings in a way that distracts from your personal style or from your outfit

Accessorise either makes your entire look look cheap or elevates it. For example, most celebrities especially rappers have a theory that when you put on lots of gold chains and rings you look rich; but the reality of the matter is that it makes you look so cheap and comes of like you are trying too much.
How to Accessories in Style: 4 Tips for Choosing Accessories

Choose a signature accessory. If you cant seem to find the right accessory to wear, choose just one statement piece that makes you feel amazing and wear that with multiple outfits. When you get to a point you feel comfortable to add more jewels, create a balance by picking one piece to dominate your look.
Pay attention to colours and patterns. Since bright colours and animal prints are quite hard to include in your wardrobe. Accessories like shoes, belts and scarfs can be used to elevate your look by bringing in the pop of colour.
Use accessories to elevate and transform your outfit. Accessories can easily take an outfit from official to dinner wear. For example a plain black dress with a blazer and a pair of flats is appropriate for office wear: remove the blazer, switch the flats for stilettos and add a pair of statement earrings and a cocktail ring and you ready for dinner with friends. It's not all the time you need a full change of wardrobe so have a few accessories in mind just incase you need to transform an outfit.
Your accessories do not need to match. Matching accessories makes you look more conservative that fashion forward. If you are not sure how to match the colourful accessories start by one colourful piece to a base of neutrals then make the colour wheel your go to for new ideas for bold colour combinations.
